In this context, it is essential to have professionals capable of promoting development from the various agencies that manage these resources: international organizations, NGOs, state agencies, regional and local cooperation; ministerial departments, businesses, foundations ... Therefore, and from a balanced training combines theoretical, methodological and practical modules, this online program ensures the training of technicians and development agents who demand the cooperation system.
The Master reflects the experience and learning of the twelve face issues that this program has had in the headquarters of the University Research Institute Ortega y Gasset (IUIOG) of Madrid, and the first edition of the online master, and seeks to answer the online training demand expressed by a very large number of stakeholders in this professional field that are unable to move to this city.
The Master "on line" in Management Development Policy and International Cooperation responds to the need to train experts capable of designing and implementing programs and strategies that provide development results and know how to respond effectively and innovatively to the demands posed by the current system of cooperation.
This system is now in a moment of profound revision, fueled largely by emerging countries who question the real interests and objectives of the traditional ODA. The assumption of international commitments such as the Millennium Development Goals (2000) and the current configuration of the post-2015 agenda, or the Paris Declaration for Aid Effectiveness (2005), were overwhelmed at the Fourth High Level Forum Busan (2011) demand to articulate a development partnership that was far beyond improving the management of cooperation. The efficient use of resources, policy coherence and transparency and accountability have become, among others, requirements applicable to all actors of cooperation. In this general context active have also appeared new development approaches as based on Human Rights, and have won important management tools such as budget and sector support significant challenges posed design and implementation to whom they apply. Given this complex situation, the online Master pursues two main objectives: - To learn more about the principles, operation and logic of the international system of cooperation, its actors, policies and tools to promote, from a critical reflection, programs that positively affect eradicating the structures that cause and perpetuate poverty.
- To train students in the identification, formulation, implementation, monitoring and evaluation of development programs, ensuring this training both with regard to the projects undertaken by agencies and cooperation agencies, and for programs and policies that governments run developing countries with resources from cooperation.
