The assumption of international commitments such as the Millennium Development Goals (2000) and the current configuration of the post-2015 agenda, or the Paris Declaration for Aid Effectiveness (2005), were overwhelmed at the Fourth High Level Forum Busan (2011) demand to articulate a development partnership that was far beyond improving the management of cooperation. The efficient use of resources, policy coherence and transparency and accountability have become, among others, requirements applicable to all actors of cooperation. In this general context active have also appeared new development approaches as based on Human Rights, and have won important management tools such as budget and sector support significant challenges posed design and implementation to whom they apply.
