Online Course: Open Data Governance, from Policy to Use

OVERVIEW

Despite the fact that more open data is available, its potential to generate benefits is often not fully realized. The governance and use of data are complex and challenging since data is derived from a wide variety of sources. How do we ensure that open data is used effectively? Which metadata should be opened up with the dataset? How should data providers and users treat privacy issues? How can we assess data quality? Which are the best tools with which to analyse data? To harness the power of open data new approaches are required. In order to benefit from increased transparency, a greater understanding of public and private problems (through advanced data analytics), enhanced innovation and economic growth we need strong guidelines and innovative ideas for open data policy making as well as its development and use.

Who is this course for?

This course empowers both policymakers and developers so they can produce better open data policies and make better use of open data. This course is primarily geared towards working professionals such as administrators, consultants, policy advisors, developers, government officials or professionals in agencies, think tanks, research groups that are interested in opening, governing and using open data.

Choose your own track and receive personal feedback

During week 2 and 3 of the course, you can choose to follow a track of your choice. It is also possible to follow both tracks. Participants will receive feedback on the case developed in the final assignment.

Policy Track: Develop better open data policies

Aimed at policymakers in the area of open data, the overall learning objective of this track is that you will be able to develop open data policies and apply them in practice. After taking this track, you will be able to:

  • Analyze and overcome challenges associated with open data governance and use for a specific open data policy
  • Develop elements of an open data policy
  • Create proposals or projects based on innovative ways of using open data
  • Critically evaluate practical open data cases
  • Apply the knowledge in your work by creating elements of an open data policy, taking into account the issues and challenges surrounding open data policy creation.

Developer Track: Gain insights from open data through data analysis and visualizations

Targeting developers using open data, the overall learning objective of this track is that you will be able to apply tools for publishing and use of open data in practice. After taking this track, you will be able to:

  • Analyze and overcome challenges associated with open data governance and use for a specific open data portal
  • Use, analyse and apply open data tools and functionalities, such as tools for data visualization and analysis, metadata formats and Linked Open Data
  • Create proposals or projects based on innovative ways of using open data
  • Critically evaluate practical open data cases
  • Apply the knowledge in your work by using and applying open data tools and functionalities, taking into account the issues and challenges surrounding open data use.
